Custom Regulations - Mexico
General Information

According with Mexican laws, to be able to import household goods and personal effects free of import duties, the following regulations must be followed:

a)  The goods must have at least six months of use, because  if it was bought six months prior to enter Mexico, and not use, the item is still consider new.

b)  It is necessary to advise ahead of the arrival of the shipment in order to start the customs clearance.

c)  Due to legals conditions in Mexico, no DTD, COD charges are accepted.  All charges must be prepaid and only destination charges could follow, previous arregements with the Mexican company.

Because the Mexican ports and warehouses are congested with merchandise, the shipments arriving in lift-vans or metal containers are placed in the open, therefore it is recommended:

a)  That all containers, whether arriving by air, land or sea must be totally waterproofed against rain, roof sheet plated and the furniture wrapped with waterproof material.

b)  The goods are not shipped until all the documentation is ready. The airports only allow thirty days to store a shipment after arrival. The rest of the ports allow sixty days storage.  After that items will be confiscated allowing only one day free of torage charge, the rest of the day will be charge accordingly with weight and merchandise volume. If the documents are not presented on time, the Mexican government will confiscate the shipment.

New Articles:  New articles may be imported into Mexico, after paying 52% of customs duties.  In addition import duties are allow to be paid, as long as, value not exceed US$1,000.00.  Computer equipments with value over US$3,000.00 are exempt of this rule.  Client must notify custom authorities when the merchandise is new. 

Must Present:

a)  The original invoices may be presented along with the documents for the customs clearance. 

b)  All new articles must also be included in the legalized inventory.  This can be done only in Nuevo Laredo and Mexico city international airport customs office, it donsen´t apply for Veracruz, Tampico or Manzanillo custom offices.

Important Advice: By any port of entry, you must paid the correspondance import duty, indicating that the articles wish were manufacture in Hong Kong, Singapore, China, Japan and Corea, pay and additional compensatory charge which in cases exceed the 100% on merchandise value.

All shipments consigned to the Mexico City terminal are handled directly by the steamship companies with their own transportation means.  Therefore, the control of the shipment can be lost and it is difficult to know the arrival date in Mexico City.

Due to serveral problems originated with the shipments, it is suggested that shipments are consigned only to the port of entry, hence the transportation to final destination will be done with the trailers, operators and unpackers of the moving company. With this procedure the movers can control the return of the empty container to the port of entry avoiding unnecessary charges in demurrage.

At the present time, no importation of wine and alcoholic beverages is allowed, and this applies to all ports of entry. If wine or alcoholic beverages is found the procedure may be delayed and extra handling charges will have to be paid to remove the liquors and place them in customs until the customer obtains the import permit and pays the duties/taxes.

There is a time limit of 60 days to release the liquors, starting from the arrival date of the conveyance to the port of entry.  The custom office allow seven days free of charge, after that charges must be paid accordingly to wait and volume.  Is important to know that special permit are necessary to import it.

Air Shipment:  An air shipment may be sent containing personal effects such as clothing, books, shoes, personal cleaning articles and a 14" portable TV, computers, radio and business tools. The shipment must not exceed 50 kilograms (110 lbs.) for each family member.

Provide:

a) Photocopies of the passports and tickets of each family member.

b)  A list in Spanish of the goods.

c)  Fill the Declaration of Value form, if there is a new items.  Is important to know that as mexican with accompanied baggage, you have a right of US$300.00 for each member of the family, to import new articles without paying taxes as long as the family also traveled.

Required Documents

  • Diplomatic Shipments

a)  Photocopy of the diplomatic passport.

b)  A special importation permit must be obtained, called "Diplomatic Franchise". This is obtained by the Embassy in Mexico and addressed to the custom authorities from the entrance port.

c)  Inventory in Spanish, with brand, model and serial number.

d)  Origin and destination addresses.

e)  Declaration letter which will be provided by the moving company in Mexico, in which the diplomat should address the origin and destiny.

  • Shipments with FM-2 Visa and Mexican Citizens

a)  Copy of Visa FM-2 or mexican passport.

b)  Original and 3 copies of the legalized inventory (in Spanish), stamped by the Mexican Consulate at the place of origin, with brand, model and serial number.  Any article not included in the inventory list, could be expropiate by the mexican government.

c)  A declarative letter by the customer addressed to the customs warehouse, stating that his goods are total and personal used. If the shipment includes new items, such items must be declared and a proof of purchase such as the invoice must be presented to help to determine the import duties (only thru Nuevo Laredo, Tamps)

d)  Responsability letter.

e)  In case of mexican citizens, the foreign residence lap should not be less than two years to be consider repatriated.

  • Shipments with FM 3 Visa

a)  Copy of Visa FM-3.

b)  Typed Inventory list in Spanish, signed only by the owner. Most of the electrical appliances must specify brand, model and serial number, signed by the shipper.

c)  Agreement letter to the custom adminitrator of the port of entry in which the client specify his address and agree to notify customs if he charge address or goods, and to take out all his personal goods when his migratory documents has ended.

d)  A declarative letter by the customer addressed to the customs warehouse, stating that his goods are total and personal used. If the shipment includes new items, such items must be declared and a proof of purchase such as the invoice must be presented to help to determine the import duties (only thru Nuevo Laredo, Tamps)

e)  Original of the letter of promise, guaranteeing that the goods will be shipped out of the country, as it is originally accepted as a temporary importation.

f)  Responsbility letter has to be issue by the company where the immigrant will work, and where the company also guarantee this responsability.

Important Advice:  For shipments arriving through the Mexico City airport a responsibility letter is also needed.

For canadian and american  with FM-3, either retire or going to work is not necessary inventory with visa.  Only the Spanish list indicating the electric goods with serial number, model and brand (agreed with Nafta and facilitate personal goods importation).

  • Returning Shipments

a)  Copy of the mexican passport.

b)  Original and 3 copies of the legalized inventory list (in Spanish), stamped by the Mexican Consulate at the point of origin. with brand, model and serial number.

c)  A declarative letter by the customer addressed to the customs warehouse, stating that his goods are total and personal used. If the shipment includes new items, such items must be declared and a proof of purchase such as the invoice must be presented to help to determine the import duties (only thru Nuevo Laredo, Tamps).

d)  Declaration of value form signed by the customer.

Important Advice:  The time of residence of the customer abroad must be no less than two years to be considered as repatriated and can import goods.

  • Shipments with Visa FM-2 and FM-3 for Retired persons

a)  Copy of Visa FM-2 or FM-3.

b)  Original and 3 copies of the legalized inventory list (in Spanish), stamped by the Mexican Consulate at the point of origin. with brand, model and serial number.

c)  Agreement letter to the custom adminitrator of the port of entry in which the client specify his address and agree to notify customs if he charge address or goods, and to take out all his personal goods when his migratory documents has ended.

d)  A declarative letter by the customer addressed to the customs warehouse, stating that his goods are total and personal used. If the shipment includes new items, such items must be declared and a proof of purchase such as the invoice must be presented to help to determine the import duties (only thru Nuevo Laredo, Tamps).

Automobiles

Only diplomatic officers and foreigners with visas FM-3 or FM-2 are allowed to bring automobiles into Mexico.  However, they must direct their transaction with banjercito and most present a driver license.  For diplomats, the procedure may be done by the agent, but importation permit mut be obtained with a franchise.

It is very important that hte client with Visa FM-3 have all the vehicle´s documents on his name, and an international credit card issued outside of Mexico, on the contrary, the container transaction could not be done.

Because, custom regulations in regards with vehicles, change frequently, it is recommend confirm the requirements before make the shipment.

In the case of ocean shipments, the client must do in the Veracruz custom office, the vehicle importation in person, since the client must sign and guarantee with the bank, the right of customs signing the temporal importation ticket.

Require:

a)  Copy of the commercial invoice.

b)  A bond that is transacted at customs.

c)  A credit card.

d)  A vehicle circularization card.

d)  Drive license.

e)  Personal identification.

f)  Client letter of authorization to the shippper granting authorization to transport his vehicles want the client cross customs.  The Shipper could not ship it from Monterrey, Nuevo Laredo city to the final destiny.

Inmigrants with Visa FM-2 and FM-3

Require:

a)  Original Visa FM-2 and FM-3.

b)  Drive license.

c)  Copy of the commercial invoice.

d)  A bond that is transacted at customs.

e)  Vehicle registration or loan company letter.  The client must be present at the destiny country to do the customs formalities and obtain the temporary importation of permit of the vehicle.

Diplomats:

Require:

a)  Copy of diplomatic passport.

b)  Importation franchise, it is not necessary that the client going to the entrance port.

c)  A credit card.

d)  Vehicle registration or loan company letter. 

e)  Copy of the driver license.

* The Mexcans can not import vehicles.

Notice:  If the vehicle is imported through Laredo, it must enter the country rolling, (not inside the container or trailer) and the temporary permit must be renewed every six months.

Pets (Dogs and Cats)

a)  Health certificate and rabies vaccination.

b)  Sanitary bill of lading.

c)  Air bill.

Important Advice:  It is recommended to send via fax or e-mail, ten days in advance so the custom agents could get the sanitary importation bill.  Also, is recommended to ship the pets early in the week, because if it arrive on weekend, it will stay at customs office without feeding.  For any other pets, please ask before.

Prohibited Articles

Motor vehicles, boats, motorcycle, firearms and ammunition.
Alcoholic beverages, wine, plants, canned food.  Drugs and food.

Important Advice

Due to the known Foot and Mouth decease (FA), the Mexican authorities, through SAGARPA, have established that all those shipments (products of animal origin, used terrestrial transportation vehicles, machinery used for livestock and/or agriculture, household goods that arrived during the present year), originating from any Member of the Economic European Community and/or Central or South America, for being considered regions of high risk, should be fumigated by SAGARPA, prior to the corresponding customs clearance, and PGR antidrugs and weapons inspection. To avoid major problems, with the shipments and confiscation, it is recommended that for no reason, any type of food be included in household goods shipments.
